This is a variation on the original 9/3 that was designed by Dr. J. Hubert Sanborn. I've seen many variations of this pattern, the original being a green flat-wing with a black standard up-right wing over. I find this color and wing style to be much more adapt for casting to river fish as it imitates a smelt well and the wing doesnt twist and roll like the original. I know its not the original classic pattern but I think this wing style is seen much more often, not that that's acceptable but I thinks it's almost become so.  This is one of the few patterns I prefer saddle hackle on as I like this fly very streamlined, similar to the original by Dr. Sanborn.
